The Eastern Caribbean Civil Aviation Authority (ECCAA) is inviting applications from suitably qualified professionals to fill the position of:

 

CIVIL AVIATION SECURITY (AVSEC) INSPECTOR

 

PRIMARY OBJECTIVES:

  1. To undertake Aviation Security activities, including, inter alia: the provision of specific technical assistance on Aviation Security.
  2. To provide Civil Aviation Security Oversight of all OECS Member States, their airports airport operators, aircraft operators caterers, mail and courier operators and other operating agencies with AVSEC sensitive operations.
  3. To participate in the certification process for any aerodrome as directed, to ensure continued compliance with the applicable Civil Aviation Regulations of OECS Member States and ICAO Annex 17.
  4. To ensure the effective implementation by Member States of the ICAO Standards and Recommended Practices (SARPS) relating to Aviation Security.

 

QUALIFICATIONS AND EXPERIENCE REQUIRED:

  1. A minimum of a Bachelor’s Degree in Aviation Management or related field.
  2. A minimum of six years experience in the fields of civil aviation security in a civil aviation authority, a national government or with an international or regional airline, airport; including at least three years proficiency in the implementation of national civil aviation security and/or facilitation programmes, an international airport security programme or airline security programme.
  3. A thorough knowledge of international aviation policy and conventions, Annex 9 and Annex 17, the ICAO Security Manual and related programmes.
  4. Experience in performing aviation security audits under the auspices of ICAO, a Member State or Regional Organization.
  5. Relevant experience in the development of corrective actions to remediate findings of non?compliance and other deficiencies in aviation security programmes.
  6. Experience in the development and implementation of aviation security procedures and measures designed for the prevention of unlawful interference with civil aviation, including the management of responses to emergency situations and national/regional oversight quality control activities.
  7. Experience as an aviation security instructor with knowledge of the principles of learning and instruction.

8. A good knowledge of the Convention on International Civil Aviation (Chicago Convention), security and facilitation-related Resolutions and Decisions, aviation security Standards and Recommended Practices (SARPs) of Annex 17, and security related provisions of Annex 9 (Facilitation), including related guidance material and documents.

9. Knowledge of and experience in the organization and implementation of training activities using modern course development methodology and modern training media.

10. Ability to establish and maintain partnership with regional organizations.

11. Experience in administration of projects.

12. Experience in drafting, reviewing and developing regulations.

13. Experience in development, amenedment of procedures and guidance material.

14. Experience in conducting quality control and surveillance activities.

15. Knowledge of ECCAA and its functions is an asset.

16. Certification in Airport and/or Airline Management

17. Avsec Professional Management certification or ICAO Inspector and or Instructor certification would be an asset.

18. Specialized training and working knowledge in:

    • Civil aviation security
    • Audit techniques

19. Risk Management Certification and or Training would be an asset to the role.

20. Knowledge of Airport and Aerodrome Operations would be an asset.

DUTIES AND RESPONSIBILITIES:

  • Conduct audits, inspections and tests of Security Programs of Member States, and make appropriate recommendations to rectify any deficiencies identified;
  • Ensure security and or facilitation deficiencies identified during surveillance activities are duly actioned and resolved;
  • Develop and establish training standards applicable to persons implementing security controls at aerodromes or on behalf of aircraft operators excluding the screener certification programme.
  • Review and recommend for approval screen certification programmes.
  • Conduct monitoring activities of civil aviation security and Facilitation activities in the
  • Make recommendations to the Director of Air Navigation Services, Civil Aviation Security & Facilittaion and Aerodromes (AAA) enforcement action to be taken for non-compliance with regulations.
  • Provide regular reports on the status of implementation of AVSEC programs in the region and their results;
  • Participate in the quality management planning and improvement of security by assisting in the evaluation of new training and guidance material and systems testing;
  • Review amendments to Regulations of the Member States to ensure that they are consistent with the ICAO SARPS, and, where necessary, make recommendations for the amendment of such Regulations as they relate to Aviation Security;
  • Review the Member States’ implementation of and compliance with ICAO SARPS in respect to Aviation Security;
  • Ensure the development, implementation and maintenance of National Civil Aviation Security Programs;
  • Assist Member States in the development and or amendment of civil aviation security and facilitation regulations.
  • Develop and or amend guidance material related to civil aviation security and facilitation.
  • Develop and or amend procedures for civil aviation security and facilitation.
  • Conduct training as appropriate.
  • Evaluate training for civil aviation security instructor certification.
  • Liaise with the Member States as appropriate for the approval of security equipment.
  • Recommend for approval the National Civil Aviation Security Programmes, National Civil Aviation Quality Control Programmes, Airport Security Programmes, National Civil Aviation Training Programmes, Airlines Security Programmes, Caterers Programmes and mail and Courier Operators Programmes.
  • Investigate and report on the Aviation Security aspects of accidents or incidents;
  • Advise airport operators, building designers and architects in respect of the incorporation of AVSEC considerations when planning and designing new, or altering existing airport facilities.
  • Notify agencies involved in AVSEC at airports and other operations of deficiencies and recommend procedures for their corrections;
  • Continuously review the implementation of airport manuals and operating instructions to ensure that necessary amendments to SARPS and Regulations are properly incorporated;
  • Continuous support to States prior to, during and following an event that may have implications on aviation security.
  • Keep abreast of developments and trends related to facilitation in States and international organizations.
  • Participate in the ECCAA National Coordinator Working Group
  • Process applications for Inspectorate Credentials for approval by the Director – AAA.
  • Develop and amend checklists for aviation security document reviews.
  • Participate and Communicate with the OECS Aviation National Coordination Working Group
  • Liaise and Communicate with the ECCAA appointed AVSEC Inspectorate across the OECS region.
  • Perform any other related functions that may be assigned from time to time by the Director - AAA
