EMPLOYMENT OPPORTUNITY

The Eastern Caribbean Civil Aviation Authority (ECCAA)

serves as the regulatory authority for safety and security oversight of civil aviation activities and the Communications, Navigation, and Surveillance (CNS) service provider in Antigua and Barbuda, the Commonwealth of Dominica, Grenada, Saint Kitts and Nevis, Saint Lucia, and Saint Vincent and the Grenadines. Additionally, the ECCAA acts as the CNS service provider for Anguilla, Montserrat, and Tortola.

The ECCAA is inviting applications from suitably qualified professionals to fill the position of:

ASSISTANT TECHNICAL SPECIALIST – COMMONWEALTH OF DOMINICA

PRIMARY OBJECTIVES:

  1. To provide support for Technical Specialists by carrying out installation, maintenance, and repair of telecommunication equipment, navigational aids, and associated airport equipment under supervision;
  2. To provide support for Technical Specialists by assisting in field visits to examine the operations of CNS equipment and other electronic equipment, carrying out preventative maintenance on the CNS equipment in accordance with the ECCAA/CNS schedules and standards, and preparing routine types of technical reports and maintaining test sheets, and log books;
  3. To carry out first line maintenance and repair to CNS equipment on directive of TS 11 or TS 111.

QUALIFICATIONS AND EXPERIENCE REQUIRED:

  1. A minimum of an Associate’s degree in Electronics Engineering, Telecommunication Engineering or a related field;
  2. A minimum two (2) years relevant working experience in a similar environment;
  3. Sound working knowledge and training in:
    • Maintenance of telecommunications and navigational aids.
    • Repairs and maintenance programmes for CNS and other electronics equipment used in the provision of Air Traffic Services.
    • Aeronautical telecommunications equipment.
    • Safety practices and procedures in the installation, repair and maintenance of CNS equipment.

· Knowledge of the principles of the design, repair and maintenance of telecommunications equipment, navigational aids (CNS) and electronic systems;

· Knowledge of the equipment used in the installation, maintenance and testing of CNS equipment and electronic systems;

· Knowledge of the ECCAA's CNS Standards and Operations procedures;

· Knowledge of ICAO Annex 10 and other relevant ICAO Standards and Recommended Practices (SARPS);

· Knowledge of relevant safety practices and procedures in the installation, repair and maintenance of CNS equipment and electronic systems;

· Sound knowledge of personal computers and the relevant computer applications;

· Working knowledge of OECS Rules and Regulations

DUTIES AND RESPONSIBILITIES:

  1. To participate in field visits to examine the operations of CNS equipment and other electronic equipment installed at the airport assigned;

  1. To carry out the installation of telecommunications, navigational aids and other electronic systems in accordance with ECCAA standards and under the supervision of a senior Technical Specialist;

  1. To investigate and carry out repair to the telecommunications, navigational aids and other systems installed at the airport under the supervision or on directive of a senior Technical Specialist;

  1. To carry out preventative maintenance on CNS equipment in accordance with the ECCAA standards and regulations and under the supervision of a senior Technical Specialist.

  1. To monitor the functioning of newly installed telecommunications and electronic equipment and to evaluate their performance under the operation conditions;

  1. To accompany senior Technical Specialists and personnel during authorized flight checks of navigational aids to ensure conformity with established standards;

  1. To prepare appropriate technical reports in accordance with the ECCAA operations manual;

  1. To maintain test sheets, log books in accordance with the ECCAA operations manual.

GENERAL EXPECTATIONS:

The Authority expects that each employee will:

  • Attend all training as directed the CNS Manager.
  • Respect the confidentiality of information emanating from all discussions, documents and decisions taken by the Authority
  • To be on 24 hour call, which means he/she may be requested to lend support to personnel servicing CNS equipment at any time outside of regular working hours.
  • To account for and to keep safe all equipment, spares, tools and test equipment entrusted to his/her care, and to ensure that records are up-to-date at all times.
