Strengthening AVSEC/FAL in Saint Vincent and the Grenadines
ICAO NACC and ECCAA joint Technical Assistance Mission

 

As part of the ongoing efforts to strengthen aviation security (avsec) and facilitation (FAL) within Saint Vincent and the Grenadines (SVG), a joint team of Subject Matter Experts (SMEs) from the International Civil Aviation Organization (ICAO) - North American, Central American and the Caribbean (NACC) Regional Office and the Eastern Caribbean Civil Aviation Authority (ECCAA) conducted a technical assistance mission to the SVG from 17th to 21st March 2025 under the framework of the ICAO NACC Systemic Assistance Programme (SAP).

 

The SAP is designed to support States in the implementation of and to achieve compliance with ICAO Standards and Recommended Practices (SARPs). This joint mission focused on assessing and enhancing the civil AVSEC and FAL framework within SVG through the following key objectives:

  1. Assessing the general level of compliance of the civil aviation security system with ICAO SARPs;
  2. Providing technical guidance to the staff of the Civil Aviation Department, Argyle International Airport, and other entities to address and resolve potential gaps; and
  3. Developing tools, procedures and templates to support a harmonized approach to the implementation of ICAO SARPs throughout the ECCAA Member States and beyond the region.

During the five-day mission, the team worked in close collaboration with local technical personnel to develop and finalize critical aviation security documentation. These included:

  • A comprehensive National Risk Assessment for civil aviation in SVG;
  • An Airport Risk Assessment specific to the Argyle International Airport (AIA); and
  • A revised and amended Airport Security Programme (ASP) for the AIA.

These developments represent a significant step toward long-term improvements in AVSEC and FAL and ensuring the continued protection, safety and efficiency of air transport in our region.
