The Eastern Caribbean Civil Aviation Authority (ECCAA) is inviting applications from suitably qualified professionals to fill the position of:

 

DIRECTOR FINANCE AND ADMINISTRATION

PRIMARY OBJECTIVES:

 

  1. To provide direction, management, and leadership in the accounting, budgeting, administrative, human resources, library services, business planning, and information services functions within the Eastern Caribbean Civil Aviation Authority.
  2. To direct the activities of a variety of special services and centralized administrative support functions.

 

QUALIFICATIONS AND EXPERIENCE REQUIRED:

  1. Minimum of a bachelor’s degree in accounting or business management.
  2. A minimum of six (6) years prior relevant working as a senior accountant in a corporate environment.
  3. ACCA /CPA/CGA qualified.
  4. Senior level experience in management of human resources in a corporate environment. Certification in Human Resource management would be an advantage.
  5. Professional membership in a recognized accounting association.

SUMMARY OF KEY DUTIES AND RESPONSIBILITIES:

  • To oversee the supervision of personnel, which includes work allocation, training and problem resolution; evaluates performance and makes recommendations for personnel actions; motivates employees to achieve peak productivity and performance.
  • To oversee the approval and processing of revenue, expenditure, position control documents, department budgets, mass salary updates, ledger and account maintenance and data entry.
  • To coordinate the preparation of financial statements, financial reports, special analyses, and information reports; presents recommendations for programmatic and fiscal changes.
  • To develop, interpret, implement, and coordinate finance, accounting, billing and auditing procedures.
  • To interact with other divisional managers, providing consultative support to planning initiatives through financial and management information analyses, reports and recommendations.
  • To establish and implement short-and long-range organizational goals, objectives, policies and operating procedures; monitors and evaluates operational effectiveness; effects changes required for improvement.
  • To ensure records systems are maintained in accordance with generally accepted auditing standards.
  • To manage and control the budgeting and financial aspects of the Authority.
  • Encourage and foster good working relations and communication with Members States and other regional and international organisations with regard to ECCAA financial matters.
  • To liaise with the Member States, through their designated Officials with regard to the collection, administration and development of ECCAA related fees.
  • To be responsible for the assessment and management of the level of indebtedness of air operators, licence/ certificate/authorization/ approval holders and other aviation stakeholders within the OECS sub-region to the ECCAA, and where necessary aid in the taking of enforcement actions against the aforementioned, in terms of the recovery of outstanding and overdue fees and charges."
  • To be responsible for and manage all of the ECCAA's financial matters, which include the conduct of periodic reviews of the Scheme of Fees/ Charges and the making of recommendations in relation to increases or adjustments connected therewith, debt portfolio and investments".
  • To periodically review and propose amendments where necessary in Service Level Agreements to the Associated States.
  • To implement and ensure the maintenance of systems and procedures for enhancing the performance of staff members and for the currency of Rules and Regulations affecting their recruitment, appraisal, training, discipline and benefit.
  • To supervise and direct the development and maintenance of an effective information policy, embracing both internal and external communication, as well as developing and monitoring its implementation within the Authority.
  • To assume overall responsibility for the overall administrative requirements of the Authority and providing advice to other members of the Authority.
  • To participate in the overall management of the Authority, and in particular playing an active role in its strategic and operational management.
  • To act as Officer-in-charge from time to time.
  • To perform all other job-related duties as assigned.

 

EXPECTATIONS:

a) Exercise a high degree of responsibility and professionalism, independence of judgement in executing job functions and maintain good working relationships with staff, and personnel employed by the ECCAA.

b) Respect the confidentiality of the information pertaining to all documents and discussions within the ECCAA.

c) Reflect behaviour in the conduct of responsibilities that is expected of an employee of the ECCAA in such a manner so as not to bring the ECCAA into public disrepute.

d) Work extended hours when the exigencies of the work of the ECCAA requires you to do so.
