The agenda covered developments in Air Traffic Management (ATM), Aeronautical Information Services (AIM), Communications/Navigation/ Surveillance (CNS) and Aerodromes, the Establishment of Interfaces for ATM Automated Systems between adjacent Air Traffic Services Units, and other General Air Navigation Matters. In previous years, the ICAO Working Group meetings under the jurisdiction of the ICAO NACC Regional Office were held separately in the respective regions of the Eastern and Central Caribbean (E/CAR and C/CAR), and North and Central America. The Eastern Caribbean (E/CAR) regional Working Group meeting (ECWG) that was normally attended by the ECCAA comprised of States/Territories from Puerto Rico down to Trinidad & Tobago.

The meeting format changed in 2007 with the E/CAR and Central Caribbean (C/CAR) meetings being combined into the 1st Caribbean Working Group Meeting, which was held in Trinidad & Tobago. This has now further evolved into a combing of all of the regions under the NACC Regional Office to become the 2nd NACC Working Group Meeting which will now be held every three years. In the intervening years, the meetings will revert to the respective Regions.
