NAME OF PROJECT: CARIBBEAN REGIONAL AIR TRANSPORT CONNECTIVITY PROJECT (CATCOP)

Assignment Title: Check Consultant to Review Detailed Designs for the Runway Rehabilitation Project at Hewanorra International Airport

The Government of Saint Lucia has received financing from the World Bank towards the cost of the Caribbean Regional Air Transportation Project (CATCOP), and intends to apply part of the proceeds for consulting services. CATCOP aims to enhance regional connectivity by improving the safety of air transport and the resilience of airport infrastructure to natural disasters. It has been approved for a total of US$ 159 million by the World Bank's Board of Executive Directors in May 2020, including US$ 45 million for Saint Lucia.

 

The consulting services (“the Services”) include the Check Consultant to Review Detailed Designs for The Runway Rehabilitation Project at Hewanorra International Airport.

 

The objective of this assignment is to review, assess and provide recommendations to enhance the resilience, sustainability, cost effectiveness, and fitness for purpose of the designs developed by the Design and Supervision Consultant on the Hewanorra Runway Rehabilitation Project.

The assignment is expected to start in Q4 2022/Q1 2023 with the estimated timeframe of 10 months.

SLASPA now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

1. Full Service Engineering Firm: Core Business and years in business;

2. Significant experience in  airfield rehabilitation  design and supervision of associated civil works demonstrated by at least two successfully completed similar assignments valued at least USD30m each over the last 10 years; and

  1. Demonstrated experience in the small island environment or developing country. Experience in the Caribbean Region is an advantage.

Key Experts will not be evaluated at the shortlisting stage

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (“Procurement Regulations”), setting forth the World Bank’s policy on Conflict of Interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Consultant Qualifications Selection (CQS) method set out in the World Bank Procurement Regulations for IPF Borrowers, which can be found at:
